How is it decided? By Elrond and the moderators? Or are votes put up in forums?

Hey Dreamer - Anyone can nominate people for the awards, but the final choices are chosen by Elrond and the moderators. Those four or five choices are uploaded onto a special page on the main section of the site where people can vote anonymously. Elrond decides how long to keep the voting open for, but the winners are basically decided by Joe Public.

Tinc is correct, as usual In the beginning I was more or less the main brain behind the final nominees, but I will use the moderators as well as the "Council of Elrond" to decide which they are. The voting is up to you all If two are getting the same vote, the Council will pick the winner.
